RAWDON PARISH COUNCIL HOUSING NEEDS and SITES COMMUNITY CONSULTATION
Published: 25 July 2025
Planning for housing and development in our area is determined based on three levels of policy. National planning policy, Leeds’ Local Plan and the Rawdon Neighbourhood Plan.
National policy requires a local authority to prepare a “Local Plan” which includes identifying suitable sites for housing. Leeds current local plan expires in 2028 and they have started the process of renewing it with a consultation which includes identifying sites to form their new “Site Allocation Plan” which is a key part of their “Local Plan”. Sites included in the “Site Allocation Plan” will almost certainly be developed.
The Rawdon Neighbourhood Plan will also need to be reviewed and renewed by 2028.
Rawdon Parish Council will submit a response to all the City Council’s consultations and to ensure that our response reflects the views of our community we need to know what those views are. This will also help to shape the revised Neighbourhood Plan.
Whilst a Neighbourhood Plan cannot act as a blanket veto on development, it can influence the scale, location and nature of any housing that is built. Community engagement must be at the heart of a Neighbourhood Plan and Rawdon Parish Council wants to know your views so that they can best be represented as we develop the revised Neighbourhood Plan and respond to Leeds City Council’s Consultations
Completing the Questionnaire
We want to stress that this document is NOT proposing that new building takes place. It is about finding out what you think about sites proposed by Leeds City Council and your views on housing.
Please try to keep comments brief and to the point as it will help us compile them more easily.
Please add any additional information in the boxes provided.
Please tick just one box for each question (unless otherwise stated).
